They are spaced evenly so the strip stays straight between them, and a nail set is used so the heads sit flush without crushing the vinyl. In cold weather the lengths are kept warm in the van until the moment they are fitted, because cold vinyl is brittle and splits at the ends. My door was replaced last year. Does the perimeter seal need doing too?
Often, yes. A new door is sometimes fitted against the original wood stop and its old fin, and the new door may sit slightly differently in the opening, so the old seal no longer meets it. If daylight shows at the edges or the fin is hard and cracked, a new seal set against the new door completes the installation and matches the fresh look of the door.
Will a new seal make the room above my garage warmer?

Closing the perimeter cuts those drafts, though how much warmer the garage runs depends on the door's own seal, the ceiling insulation and how the space is heated, not the perimeter alone. Does new weatherstrip make the door any quieter when it opens and closes?
A little, though it is not the main reason to do it. A fresh bottom seal cushions the door's contact with the floor, and snug side and top seals stop the panel rattling against loose or worn stops. Most of the noise people notice from a garage door comes from rollers, hinges and the opener chain or belt rather than the seals, so a technician checking the weatherstrip will usually point out those parts too if they are the louder culprit.
